HOURS BEFORE TYPHOON PEPENG SLAMMED into Cagayan last night, President Macapagal-Arroyo advised thousands of flood victims to stay longer in evacuation centers in Metro Manila and elsewhere, and let the storm pass.

We have received reports that the storm would fall in Cagayan, and some people were leaving evacuation centers for home. So Secretary Gilbert Teodoro suggested that they spend one more night in evacuation centers, she said in a media interview before presiding over a meeting of the National Disaster Coordinating Council (NDCC) in Camp Aguinaldo.
