Various bodies of farmers have accused Punjab Agriculture and Irrigation departments for 25 percent less cotton production than the target of 10 million bales during 2009-2010 Kharif season. They demanded institution of a special commission to investigate causes of this national loss.

Talking to Business Recorder, they said that these two departments have caused a loss of Rs 45 billion to the cotton growers by not providing certified and good quality cottonseed. They also did not release water in canals at an appropriate time for sowing and maturing of the country's biggest cash crop.
