An increasing number of local governments have decided to postpone or freeze the privatization of public nursery schools this year, though the privatization of such facilities has been widely promoted as part of administrative reforms.

The issue has aroused fierce opposition from parents of nursery school children, who say there are not enough private companies to undertake the operations.
