When he was served with an interdiction letter on Friday evening, Jinja municipal council clerk Abubaker Kirunda stunned workers at the municipal headquarters when he waylaid the Town Clerk, Mr David Bashakara - the letter's signatory, and scornfully asked him who he thought he was.
To spite him further, Mr Kirunda then tore the letter and dropped the pieces at the town clerk's feet before turning to leave.
