In a discussion paper released by the Senate Finance Committee recently, the chair and ranking member of the committee underscored repeatedly that the United States health care system is in crisis--a crisis that is not just limited to the 46 million uninsured--and that something must be done quickly and expeditiously.
The bipartisan report was designed to lay the groundwork for the kinds of insurance market reforms, Medicaid expansion and enhancements, and employer requirements likely to be seen in the forthcoming legislation.
Among the market reforms which could be passed into law is the establishment of an "exchange" in which small businesses and individuals would select the specific health care package they want. They would do so from an array of private plans providing different benefits packages at four price levels. Though plans within the exchange would not be permitted to have either lifetime or annual limits on benefits, it seems likely that the cheapest plans would carry significant deductible and co-pay requirements.
