Jun. 22--The rules and laws that govern U.S. foreign assistance need an overhaul. Fortunately, there seems to be consensus on this need on Capitol Hill. It's been 48 years since the Foreign Assistance Act was approved during the Kennedy administration. There have been tweaks and changes since then, but the complexity of modern geopolitics today requires a complete overhaul, including fine-tuning the mission statement. More importantly, the foreign assistance program sorely needs accountability.
