California has historically been a good place to start a tax revolt. The 1978 passage of Proposition 13, which capped property taxes and contained language requiring a two-thirds majority for any tax increase, prompted similar measures in other states and heralded the ascendancy of Ronald Reagan. But we doubt the defeat of Proposition 1A last month signifies a similar sea change.
