IT IS WORTH checking whether or not the door to the energy minister's office is of the revolving variety, judging by the number of incumbents and the speed with which they change places.

There was yet another bewildering switch in personnel yesterday as Mike O'Brien was replaced not by one, but by two new faces.

As if another sudden change was not bad enough, the job-share arrangement -- between a part-time peer in the Lords and an unpaid junior minister in the Commons -- also appeared to be an unsatisfactory fudge.

One hesitates to suggest it was done on the back of a cigarette …
