[pounds]27.50) is the latest thought-provoking volume in the series of Cornell Studies in Security Affairs. Jeffrey W. Legro's work on this subject thoroughly deserves to see the light of day and is a worthy addition to this fine collection of published manuscripts. Although this book has many merits, there is just a faint whiff of intellectual conceit, or, more charitably, youthful elation, discernible in some of its passages.
