Turf battles between the independent Hillsborough County City-County Planning Commission and the county planning staff have gone on for cons. At one point, things got so bad that former county Administrator Fred Karl, upon leaving his post, recommended that county commissioners consider eliminating duplication between the planning commission and county planning staff.
Karl's successor, Dan Kleman, has pursued that theme to some degree and, though he hasn't publicly promoted the notion, has nevertheless continued to pare the planning commission's budget, forcing it to make do with less and less all the time.
