Senate OKs changes to power reform act.

THE SENATE PASSED ON THIRD reading late Wednesday amendments to the Electric Power Industry Reform Act (Epira) which seek to put a cap on systems loss, abolish stranded contract costs, and hasten the open access regime.

The open access policy will give industrial users the right to choose their own power distributors.

Senate President Juan Ponce Enrile, principal author of Senate Bill No. 2121, told reporters the bill also seeks the crafting of a magna carta for consumer rights.
