For years, the U.N. Human Rights Commission was dominated by the worst human-rights offenders in the world: China, Cuba, Sudan, Zimbabwe, Saudi Arabia--everybody. They spent most of their time condemning Israel, which is probably the favorite sport of the U.N. In 2006, the Human Rights Commission changed its name: to the Human Rights Council.
