One of the most talked about concepts in the American foreign policy community over the past year or so has been the notion that the United States should organize a "Concert" or "League" of Democracies to help reorder the global power structure. This idea has been put forward not only by John McCain, the 2008 Republican presidential candidate, but also by a number of prominent Democratic advisors, including Ivo Daalder and Anthony Lake. The belief is that a grouping of fifty or so democratic nations working together would be able to protect human rights, enforce peace, and advance prosperity around the globe, and even perhaps influence nondemocratic nations to move toward ...
