THE week long negotiations about the East African Community Common Market Protocol ended last week in Kampala with the five countries disagreeing on the use of land, national identification documents and permanent residence status.

Among the points of contention is Tanzania's position that land is not a Common Market Protocol issue and hence the sub-article (12(d)) should be deleted, while the other partner states argue that nationals of one partner state should access and use land and premises in the territory of another partner state for purposes of establishment in accordance with the national laws of the partner states.
