TECHNICAL DIFFICULTIES are hindering compliance with a covenant signed last February by Metro Manila mayors to implement a simplified standard business registration process, a check up to late last week with various mayors' offices showed.
Jeffe G. Minglana, head of Taguig business permit and licensing office, said that while Mayor Sigfrido R.
