Anticipating a conversion to a performance partnership grant system that will require more accountability from states, the Substance Abuse and Mental Health Services Administration's (SAMHSA) Center for Substance Abuse Treatment (CSAT) has awarded grants to 14 states for studies aimed at developing substance abuse treatment outcome and performance measures.

Under a SAMHSA reauthorization plan that has long been in the works, the substance abuse block grant is to be converted to a performance partnership grant requiring states to report on their attainment of specific performance objectives through the distribution of federal funds.
