Mar. 20--In a saga that affects communities throughout northern Broward and southern Palm Beach counties, state regulators and Palm Beach County have failed to reach an agreement on how to cope with traffic congestion if University Drive is not extended farther north. The state Department of Community Affairs wanted assurances that mass transit along U.S. 441 would be improved if University Drive was not expanded north across the county line to Glades Road. But Palm Beach County refused to make any guarantee without knowing how much the improvements would cost.
