Congress is on the verge of granting the District of Columbia statehood on the cheap, by awarding it a permanent seat in the House of Representatives. The current proposal would increase the size of the House from 435 to 437 members. The first seat would go to the District. The other would belong to the state that's next in line to receive one, based on existing formulas of apportionment. Right now, this happens to be Utah.
