The city of Kirkuk has the dubious distinction of being the most hotly contested city in Iraq, a city accustomed to violence on a daily basis. Kurds are determined to annex the city; Arabs and Turkmen want it to remain under the control of the central government.

In late July Kurdish MPs walked out of the Iraqi parliament to protest a UNAMI proposal for power sharing in Kirkuk.
