Mar. 4--Florida prepaid college plans could be a bit harder to cancel under a new rule change. Prepaid plans bought after Feb. 1 will require both the purchaser and any listed survivor to agree to cash out the plan before the child goes to college. Sen. Ted Deutch, D-Boca Raton, asked officials with Florida Prepaid to make the change after a Boca Raton woman complained that her ex-husband cashed out the plan against her will, leaving her son without money for college.
