The New York Times discussed the challenges of measuring the effectiveness of drug rehabilitation programs, focusing on how Oregon has tried to hold its programs accountable. The article documents the lack of hard evidence that programs produce, and why that is problematic for state and federal governments, which spend more than $15 billion on substance-abuse treatment services for approximately 4 million people. Even Alcoholics Anonymous, the best known of all the substance-abuse programs, does not publish data on its participants' success rates.
In 2003, Oregon mandated that evidence-based practices be implemented in all rehab programs that receive state funds. These practices could include prescribing drugs like naltrexone; motivational interviewing through which the client explains why he or she has a problem and why it is important to quit and set goals; psychotherapy techniques that teach clients to expect and tolerate their mood swings; and cognitive behavior ...
