Generous spender halted When Dubai World won a slice of Cape Town's V& A Waterfront, it launched into an African spending spree that may not be equalled for decades. But its fortunes are turning and FM sources say the emirates sovereign company's global budget has been cut drastically, though it sees some of its African projects as core.
