Generous spender halted When Dubai World won a slice of Cape Town's V& A Waterfront, it launched into an African spending spree that may not be equalled for decades. But its fortunes are turning and FM sources say the emirates sovereign company's global budget has been cut drastically, though it sees some of its African projects as core. With investments in ports, shipping lines and property around the world, Dubai World has spent more than R10bn in 18 months on a range of icon properties.
