Federal money--taxpayers' money--will now be available for international family-planning groups that promote or provide abortions. President Barack Obama quietly signed the executive order on January 23 that lifted the ban--the Mexico City Policy--on funding foreign non-governmental organizations that promote or provide abortions.

"For the past eight years, [the restrictions] have undermined efforts to promote safe and effective voluntary family planning in developing countries," Obama said in the statement, issued on his third full day in office, just one day after the 36th anniversary of the Roe v. Wade decision legalizing abortion on demand.
