In 1985 Congress made it unlawful to use lead pigments in the inks, dyes, and paints in children's books, though there was no evidence that any child had ever been harmed thereby. Last summer, following the panic over lead paint on toys from China, Congress passed the Consumer Product Safety Improvement Act (CPSIA). Books came within the scope of the act, though the evidence of harm from books is no better now than it was in 1985.
