Mikhail Fedorovich Gatsko was born in 1961. He graduated from Riga Higher Military Political School (1982), Military Political Academy (1991) and Moscow New Law Institute (2001). He received his postgraduate degree at the Peter the Great Military Academy. Professor, Academy of Military Sciences (2001); Full Member, Academy for the Problems of Security, Defense and Legality (2003).
He held various positions with the legal service and indoctrination organs at the USSR Ministry of Defense and the Russian Federation Ministry of Defense. As of June 1997, he is Assistant Chief for Legal Affairs, 4th CRI, MOD; as of April 2006, Deputy Chief for Indoctrination, 4th CRI.
