As eager as many Democrats may be to raise taxes to pay for Social Security and Medicare, they are unlikely to want to take full responsibility for it--and Republicans will not, and should not, sign up for an entitlement solution that increases the programs' burden on the economy. A bipartisan deal could still be made, however, if Washington tackles Social Security, the easier of the two programs to fix, first.
