Nancy Pelosi, worried about the state of children's health, hit upon an ingenious solution: fewer children. To that end, she attempted to fertilize the stimulus package with "family planning" funds and offered this gem of an explanation: "Well, the family-planning services reduce cost. They reduce cost.
