Change is always good. That sums up how drug-dispensing doctors feel now as the newish health minister, Barbara Hogan, moves in to raise the doctors' mark-up cap from the current 16% to a more reasonable 30%-40% limit. By taking this route, Hogan has not only averted a legal showdown but ensured that rural and township communities don't end up without dispensing doctors.
