LAST SUNDAY, February 9, was a triumphant day for San Diego book lovers. After much anxious waiting and concerted community effort, the San Diego Union-Tribune published its first eight-page Books section in two years. What's more, the section has gone weekly, a treat San Diego readers have not enjoyed since the Tribune and Union merged in 1992.

"It's a major commitment on the part of the paper to storm back with this section," says Sunday Books editor Arthur Salm. Yet not only has the Books section been resuscitated, it has been redesigned to be more inviting; a major promotion campaign is in the works (including bookmarks enclosed in subscribers' monthly bills); …
