ANC, COPE battle for shared identity THE literature on electoral theory in multi-ethnic societies is characterised by a debate between those who believe that identity informs voting behaviour and those who argue that voters make rational decisions on the basis of who serves their material interests better. The former theory would explain the inverse proportion between voter behaviour and the ANC's performance in government. The worse the ANC government does in terms of delivery, the greater its margins of victory.
