The Saitama prefectural government's Education Bureau adopted Wednesday a policy to ban in principle the use of cell phones by students at its 150 high schools.
The bureau is compiling a manual to deal with cyber-bullying and related problems in which it will stipulate rules for using cell phones.
The bureau plans to distribute copies of the manual to the high schools by the end of the fiscal year. Once schools have received copies of the manual, they are to officially include the ban in their school regulations, the bureau said Wednesday at the prefectural assembly.
