AFTER the Florida election of 2000, which exposed many flaws in the way Americans cast and count votes, everybody in Washington agreed that something had to be done. Situations like that are always dangerous. The result was the Help America Vote Act (HAVA) of 2002, which caused election officials across the country to rush out and buy fancy new touchscreen voting machines. Now many of those officials are having second thoughts.
