One of the problems of having a ruler with a very high rating for his vision is that a society would normally need 10,000 horses to drag an idea from his heart.

The attempt to convince President Yoweri Museveni that the shift from a primitive to a modern economy might be easier when population growth is controlled is therefore worth only half a penny. Most critical analysts say that even a big population must be substantially developed in quality before they can efficiently produce (goods and services) and be significant consumers of those products.
