The minority report of dissenting MPs on the NSSF investigations committee has absolved Finance Minister Ezra Suruma and Security Minister Amama Mbabazi of any culpability in the troubled Shs11 billion Temangalo land deal.

The 32-page report, authored by six MPs all of whom are members of the ruling NRM party for which Mr Mbabazi is secretary general, recommends that Parliament either institutes a fresh investigation into the deal or dismisses the conclusions and recommendations of the majority report.
