I NOTICED THAT THE DEPARTMENT OF PUBlic Works and Highways has been running advertisements in a minor Manila newspaper almost daily, inviting bids for various government infrastructure projects ranging from roads and ports to energy projects and a host of others. There seems to be a rush to get government projects started, or least bidded out, before the 2010 election. One particular project attracted special attention: the P1.8-billion Samar Circumferential Road (SCR). Are the taxpayers being set up for another grand screwing through the implementation of infrastructure projects costing billions of pesos to get administration candidates elected?
