Under current law, in order to represent a workplace, a union must allow a vote by secret ballot--if the union wins, which it does more than half the time, it can organize the workers. Many on the left don't like this: They would prefer to use a "card check" system, where instead of voting, at least half the workers would sign cards to form a union.
