TO HELP YOUTH OFFENDERS UNDERgoing rehabilitation, two Quezon City councilors have drafted a landmark ordinance seeking to create youth detention homes in each of the citys four districts.

In a joint ordinance they presented to the city councils regular session on Monday, Councilors Janet Malaya and Alexis Grace Matias said that despite the passage of Republic Act 9344, or the Juvenile Justice and Welfare Act of 2006, a number of juvenile delinquents are still languishing in regular jails along with common criminals.
