Idea hinges on FCC approval of controversial license swap

OAKLAND - If WQED Pittsburgh can sell WPCB Channel 40, Prime Sports KBL says it wants to buy.

The regional sports network, co-owned by subsidiaries of TCI and the Fox Broadcasting Network, has no studio space and currently tapes its local sports talk program at WPXI, the local NBC affiliate.

Nonetheless, KBL has a precise vision of what it would do with Channel 40's commercial license that goes far beyond mere studio space for Start and Guy.

"We'd set up in the Strip District and run it like 'City TV' in Toronto, informal and laid-back," said Bill Craig, KBL vice president and general manager. "Sort of like a sanitized Howard Stern does news."

Mr. Craig said that WQED Pittsburgh isn't yet accepting bids, but he's serious about acquiring the station. …
