The violence in sections of the Rift Valley was planned, possibility with the attackers taking an oath.

The Waki Commission says the magnitude of violence in South Rift could not have been possible without planning.

Although the commission acknowledges that part of the violence was spontaneous, but there was some evidence of meetings to organise attacks.

"It would be an oversimplification of the problem to say that the post-election violence in the South Rift was solely caused by dissatisfaction over presidential results... the violence, initially spontaneous, increasingly showed signs of organisation.
