In a plan that will pay some debt and fund capital improvements, the New Jersey Turnpike Authority on Friday approved increases in tolls on the New Jersey Turnpike and the Garden State Parkway. Rates will more than double over the next four years.

The first phase of increases goes into effect Dec. 1 with an initial jump on the Turnpike from $1.20 to $1.70 for cars. In four more years, the average toll goes up to $2.60, more than doubling current levels. On the Garden State Parkway, the first increase will be from 35 cents to 50 cents. It will go up to 75 cents in 2012.
