But although it was driven from major cities, the ICU was never fully defeated, and it regrouped in remote areas to mount a vicious terrorist insurgency. Meanwhile, the Ethiopians gave way to the African Union, which, intimidated by jihadi attacks, never delivered on its promise of 8,000 peacekeepers--a force that would have been too paltry to keep the peace anyway.
