The Virginia Housing Development Authority developed a planning process for establishing an information technology project list and related budget for its 1996 fiscal year. The process began with systems development planning meetings involving all business user groups to identify potential projects. Cost and Benefit statements were developed, and then projects were scored on how well they matched seven criteria. The project list was consistent with the Information Technology department's ability to support the selected projects.
