Six years after September 11, the CIA is still resisting accountability. Two years ago, the inspector general finished a report on the CIA's performance before the attacks. An executive summary has been released only now, and over the strong opposition of CIA director Michael Hayden, who said it would "consume time and attention revisiting ground that is already well plowed." The summary details the derelict performance of key CIA officials, including former director George Tenet, and recommends the creation of an accountability board to review the findings and assess individual responsibility for the numerous failings it documents.
