John McCain is the latest Republican presidential candidate to release a free-market health-care plan. The tax code favors employer-provided health insurance, which increases costs and causes the market for individually purchased insurance to be a stunted and sickly thing. McCain would replace that tax break with a tax credit that applies to all health insurance. It would dramatically reduce the number of people without insurance, while encouraging competition and cost control. Rudy Giuliani and Mitt Romney have their own plans to fix the tax problem.
