Gordon Brown knows plenty about jockeying for power. As chancellor under Tony Blair, he made little secret of scheming to succeed his boss. Now as prime minister, it's Brown's turn to feel the heat. After less than a year in office, his own M.P.s are muttering that the party needs a different leader if it's to win the next general election, due within two years.
If Brown stays in Downing Street, it will be more a result of his rivals' failed tactics than his own popularity. Local government ...
