Since taking over Cuba from his infirm brother Fidel, Raul Castro has swept away many of the old regime's restrictions. Cubans may now rent mobile phones and own computers, DVDs, microwave ovens, and--perhaps the greatest concession of all--cars made after 1959. Soon, it is reported, they will even be able to leave the country without an exit permit. It is a sign of how comprehensively fouled up Cuba is that when Raul "gave" Cubans a few of the rights enjoyed by any free people, the predominant reaction was: What's his game?
