Directors of Blue Cross & Blue Shield of Western New York Inc. want to change the company's name and structure in a move that could shift the nonprofit insurer to for-profit status.

The changes have been proposed at a time when Blue Cross is without key administrators. The president and CEO, Richard Villari, left in March and the executive director of the HMO Community Blue left in early September.

Blue Cross' executive committee has recommended forming a holding company and naming it New York Care Plus Holding Co. Inc. The company, based in Buffalo, could operate throughout the state. The name Blue Cross & Blue Shield would be changed to New York Care Plus …
