Have you noticed that Washington is no longer a necessary stop for visiting heads of state? Going back to 2001, the leaders of Portugal, the Dominican Republic and El Salvador, as well as Mexico's Vicente Fox, have all made tours of the United States that did not include a visit with its president, George W. Bush, or other top officials. What all these leaders have in common is Latin (or Iberian) roots and a large population of compatriots in the country: Fox toured Western states with sizable Mexican communities in May 2006, while Portugal's AnA-bal Cavaco Silva journeyed to expat enclaves in Massachusetts and New Jersey, and Dominican leader Leonel Fernandez flew to Miami last year.
