There has been a good deal of controversy about voter-identification laws, and the Supreme Court recently heard a challenge to Indiana's policy. Civil-liberties groups claim the law--which mandates that each voter present a valid photo ID at the polls--places an unconstitutional burden on the poor and minorities, who might have a harder time getting IDs. The New York Times claims there are 13 to 22 million voting-age citizens without IDs, and they presumably skew left politically, so allegations of partisan politics abound.
