The U.S. Army Corps of Engineers failed to do its job in establishing and maintaining protective levees for the New Orleans metro area pre-Katrina. The Corps is the main culprit for the flooding that sank 80 percent of the Crescent City under preventable floodwaters. That much is crystal clear.
